Former chief minister G-B demands an end to injustice with the local civil service officers

Gilgit (Staff reporter): Former Chief Minister Hafiz Hafeezur Rehman has demanded to end discrimination and give chance to the local officer to services in important positions in the executive service of Gilgit-Baltistan

He was addressing a press conference in Gilgit city along with former law minister Aurangzeb advocate, former information advisor Shams Mir, chief organizer Muslim League-N Tufail Ahmad, Javed Hussain Arman Shah Farooq Mir, and other leaders.

Former chief minister G-B said it’s strange that a resident of Gilgit-Baltistan can become the governor, chief Minister and four-star general but he/she cannot become the secretary of the interior or finance. There is no such example of discriminatory treatment of local civil service officers in any other province of Pakistan.

Hafeez ur Rahman said the chief minister G-B can appoint officer of any cadre on any post using his powers as chief executive of the province under section 9 of the Gilgit-Baltistan Civil Service Act. However, the Buzdar 2 does not know his own powers which he needs to learn as person cannot become chief minister just by driving around in a black vehicle.

He said if the CM does not dare to use his powers, he should go home by resigning. Otherwise, he should it public why is there postings taking place every day.

He said as part of a conspiracy, Pakistan forces, and force commander Gilgit-Baltistan are defamed. Khalid Khurshid and his team are trying to give the impression that postings are made with the intervention of the commandeer FCNA and chief secretary. Force commander G-B should call them and make his position clear, suggested Hafeezur Rehman.

Former CM G-B further said chief secretary has spent one and a half billion rupees in the name of reforms. Who gave chief secretary this money? We do not do politics of local and non-local. However, Buzdar 2 is behind this all mess.  

He demanded strict implementation on quota system regarding distribution of civil service employees between the federation and Gilgit-Baltistan. Fairness and justice should not be compromised at any cost. The charter of demand of the local civil service should be seen word by word, clause by clause.

He said the quota of PAS for BPS-17 jobs is 18%. There are a total of 23 sub-divisions in Gilgit-Baltistan. According to the quota, 4 nonlocal federal officers should be posted as assistant commissioners in G-B. Contrary to the set criteria, t there are 12 PAS officers posted in G-B which means 8 extra non-local federal officers are posted. This is an abuse of local civil service.

He said the PAS quota is 30 percent in BPS 18 which means there should be 3 federal officers and 7 local officers. However, contrary to the set formula there are 6 deputy commissioners from Pakistan and only 6 from G-B.

He demanded to appoint local civil service officers as per set criteria. The number of officers exceeding the set number should be given secretariat or other desk positions.

He further said that G-B is a sensitive region and we cannot afford experiments. Buzdar 2 has made the appointment and postings a ‘the for granted thing’ and child’s play. Current situation is actually a result of personal dislikes and political vendettas and actions taken to please followers. Seven postings at high level of the bureaucracy were made in a period of two to two and a half years.

He said Buzdar Two and his corrupt gang have destroyed the civil society, cultural values ​, development, and governance of Gilgit-Baltistan. All his energy and all his politics are being spent only to prolong his position as chief minister and to keep the hostile factions of his party together.

 He said the bureaucracy is a means of strengthening the rule of law for any government. Governments. However, the incompetence of the currently selected governments has forced them to get fed up and protest.
